for Students Who Write Issue Paper #4
(to earn up to 100 electronic participation points)

Consider yourself about to prepare a double-spaced issue-paper for use by the President's Council of Economic Advisors.  Your paper is due before the deadline given at the bottom of the 15-Module Calendar.   Use the following guidance:

Macroeconomics

If you purchased the 13th edition of The Economics of Public Issues, write issue-paper #4 on these issues:
Issue  # 28 -  The Opposition to Free Trade
Issue # 29 – The $750,000 Job
Issue # 30 – The Euro
Issue # 31 – Monetary Policy and Interest Rates

If you purchased the 14th edition of The Economics of Public Issues, write issue-paper #4 on these issues:
Issue # 29 – Free Trade, Less Trade, or No Trade?
Issue # 30 – The $750,000 Steelworker
Issue # 31 – A Farewell to Jobs
Issue # 32 – The Rise of the Dragon

1.  If you purchased the 13th edition, your paper must present the major five facts about issues #28, #29, #30, and #31 found in
Part Seven - Global and Macroeconomic Affairs - in the supplementary text The Economics of Public Issues  which you purchased for use during Principles of Economics I and II at Patrick Henry Community College.

If your purchased the 14th edition,  your paper must present the major five facts about issues #29, #30, #31, and #32 found in Part Seven - International Trade and Economic Prosperity in the supplementary text The Economics of Public Issues  which you purchased for use during Principles of Economics I and II at Patrick Henry Community College.

2.  Your paper must make reference to principles of economics found in the Bade/Parkin primary textbook that should guide the Council of Economic Advisors toward selecting a single issue which merits the additional spending of discretionary tax dollars appropriated by the Houses of Congress.

3.  The issue which you choose to recommend for funding will be pursued at the expense of all remaining issues within Part Seven which shall received zero tax dollars as a consequence of your recommendation.

4.  The Council does not listen to lengthy or disorganized issue-papers.  You have to write concisely and with precision so that your issue-papers meet the specifications set forth below.

Your issue paper should conform to the format and be sent to the instructor electronically
before the deadline given at the bottom of the 15-Module Calendar.
Use the following 12-page format:

page 1 - Cover or Title Page

page 2 through page 10 - Content pages (double spaced)

page 11 - The issue you recommend for further funding

page 11 - A letter to the Council of Economic Advisors prioritizing the issues from most important to least important

A further breakdown of the content of each page is as follows:

Date: _____________

Dear Members of the Council of Economic Advisors:

1.  My report to you today is based upon my knowledge of The Economics of Public Issues, _____ Edition, my understanding of Foundations of Macroeconomics by Australian economist Robin Bade and Canadian economics professor Michael Parkin, and my study under Mr. Tom Meyer of Patrick Henry Community College in Virginia.  Based on my analysis and evidence I provided in the preceding pages of
Project #4, I've prioritized the four economic issues given to me for study.  Here they are.

In descending order of importance, you should consider funding:
A. ________________________________________________
B. ________________________________________________
C. ________________________________________________
D. ________________________________________________

2.  Due to scarcity of available federal tax revenues, I'm told you will probably fund only the issue you regard as the most important.  Unless I was given insufficient information, other relevant variables have emerged,  new data has arisen, or circumstances have changed since the preparation of my report, I respectfully and with confidence recommend federal funds be spent to address and rectify conditions prevailing in Issue # ____, entitled
" ______________________________
."

3.  Thank you for the opportunity to have my analysis considered in relation to that provided by other students, including my classmates at Patrick Henry Community College in Martinsville, Virginia.  It was a privilege to receive the opportunity to bring forth facts and principles which may influence your decision.

Sincerely,

Name: ___________________________
