Consider yourself about to prepare a double-spaced issue-paper for use by the President's Council of Economic Advisors.  Your paper is due during Module 5 Part I.   Use the following guidance:

If you purchased the 13th edition of The Economics of Public Issues, write issue-paper #3 on these issues:
Issue  #10 - Bankrupt Landlords
Issue #11 - Rationing Health Care
Issue #12 - The Effects of the Minimum Wage
Issue #13 - Lights Out in California

If you purchased the 14th edition of The Economics of Public Issues, write issue-paper #3 on these issues:
Issue #11 Bankrupt Landlords
Issue # 12 – Rationing Healthcare
Issue 13 – The Effects of the Minimum Wage
Issue #14 Heavenly Highway


1.  Your paper must present the major five facts about each of the half dozen or so issues found in
Part Three - Alternative (Non-Price) Rationing Systems - in the supplementary text The Economics of Public Issues which you purchased for use during Principles of Economics I and II at Patrick Henry Community College.

2.  Your paper must make reference to principles of economics found in the Bade/Parkin primary textbook that should guide the Council of Economic Advisors toward selecting a single issue which merits the additional spending of discretionary tax dollars appropriated by the Houses of Congress.

3.  The issue which you choose to recommend for funding will be pursued at the expense of all remaining issues within Part Three which shall received zero tax dollars as a consequence of your recommendation.

4.  The Council does not listen to lengthy or disorganized issue-papers.  You have to write concisely and with precision so that your issue-papers meet the specifications set forth below.


Your issue paper should conform to the format and be sent to the instructor electronically
during Module 5 Part I.
