The Library Code of Conduct stands as guidelines for governing the behavior of patrons at University Center Rochester, Goddard Library. The Library Code of Conduct also supports and aligns with existing MnSCU policy (3.6) and the college campus Student Conduct Policy. Failure to respect the conditions of this Code may lead to fines or immediate suspension of library service, borrowing rights and/or general access.
GENERAL PRINCIPLES:
1. Goddard
Library supports the vision and curriculum for the University Center Rochester
(UCR). The library strives to meet the informational and lifelong learning
needs of patrons through access to information and information resources
using traditional and emerging library technologies. All patrons using
Goddard Library and its services have a responsibility to conduct themselves
in a manner that is non-disruptive and respectful of the educational rights
of others and supports an environment conducive to research and learning.

Students, faculty and staff of the University Center Rochester are the
Library's primary clientele and as such may be accorded access privileges
greater than non-UCR patrons.

The Library has the right to execute disciplinary actions against anyone
who exhibits inconsistent behavior with the Library Mission, Purpose or
Code of Conduct.
4. The Library has the right to modify the Code of Conduct at any time.
SPECIFIC
PRINCIPLES:
1. Animals with the exception of guide dogs for
the visually and hearing impaired, are not permitted in the Library. Any
exceptions to this principle must be approved by library staff and the
campus Disability Coordinator.
2.
Library patrons must have a UCR identification card to borrow library
materials. Library patrons are responsible for all borrowed materials
in their name until such time as the items are returned to the Library
and deleted from the loans register. Borrowers will be charged the replacement
cost of any item not returned and fined for any late returned items. Details
of fine rates and borrowing conditions are available in the Library. Other
penalties may also be imposed for the late return of Library material(s).

Library patrons are expected to leave before or promptly at closing time
and are responsible for managing their time accordingly.
4.
Library patrons are expected to assume responsibility for all materials
checked out on their identification cards. Forgery, alteration or misuse
of Library documents, records or Identification cards is not permitted.
5.
Identification Cards must be carried and shown in response to any reasonable
request from any member of staff who might require such identification
in the course of their duties. Any Library patron, whether or not a member
of the college, shall produce identification upon request from Library
staff.
6.
No patron shall damage or destroy library materials. In addition to any
penalty that may be imposed for such conduct, the person concerned shall
be liable to pay for the full cost of repairing or replacing damaged materials.
7. No open flames or dangerous chemicals of any kind, firearms or weapons are allowed in the library

As a general rule, no person shall act in a manner which interferes, distracts
or disturbs the academic learning environment of others.
Examples include:
a. Engaging in loud conversation or rowdy behavior.
b. Using any electronic or non-electronic device producing annoying sounds or disruptive noise to others.
c. Use of athletic equipment in the library.
d. Using offensive, threatening or harassing behaviors.
e. Damaging or misusing library materials, equipment or facilities.
f. Relocating library furniture or equipment without the permission of library staff.
g. Possessing or using alcohol, illegal drugs or controlled substances on library premises.
9. All
library patrons are responsible for their own personal belongings.
10.
Telephones in the library are to be used only by library staff. Free local
phones and pay phones are available throughout the college campus.
11.
All patrons are responsible for wearing appropriate clothing and shoes.
12.
Children under the age of 13 must be accompanied by an adult (18 and older)
in the library. (Accompanied is defined as "within sight".)
13. Only beverages in covered containers are permitted in the library.
14. Cellular phone use is not permitted in the library.
CONSEQUENSES AND DISCIPLINARY ACTION:
The following is a list of possible consequences or actions that may be applied to any general or specific principles listed above or any inappropriate behavior(s).
A. Library patron may be asked to cease the inappropriate behavior.
B. Library patron may accrue fines.
C. Library patron may be asked to leave the library.
D. Library staff may contact campus security to address the inappropriate
behavior.
E. Library staff may contact local law enforcement to address the inappropriate
behavior.
F. Library staff may contact campus administration to address the inappropriate
behavior.
G. Library patron may lose borrowing privileges.
H. Library patron may lose Identification Card privileges in the event
of forgery or alteration or misuse.
I. Library patron may accrue replacement or repair fees for any damaged
or misused materials.
APPEALS:
Library patrons have the right to appeal in writing to the Library Coordinator for reinstatement of library privileges.- PRINTING: Tuition and technology fees paid by registered students support the library including free printing privileges. Non-UCR patrons must pay ten cents per page at the Circulation Desk if printing over five pages per day.
- MINIMUM AGE LIMIT: Goddard Library is open to the public. However, as an academic university library, patrons 13 years old and younger must be supervised by an adult at all times while in the library.
- BEHAVIOR: Disruptive or inappropriate behavior is not permitted and will result in being asked to leave the library or referral to appropriate college authorities. Inappropriate library behavior includes excessive noise, running, cell phone disruptions, inappropriate language, criminal activity, etc. All public users must conform to UCR campus policies regarding behavior.
- LIBRARY COMPUTER USE: Computers located near the Reference Desk are for library research. Other uses such as e-mail, web registration, on-line financial aid application, word processing, etc. should be done on LTC or computer lab computers. NON-UCR patrons can access LTC and computer lab computers by paying $10 per day, $65 per month or $150 per semester.
- INTERNET USE: Internet use must follow college Internet policies regarding e-mail, pornography, illegal access to other computers, etc. Violations may result in referral to college or law enforcement authorities. Library and/or other college staff may monitor Internet usage.
- FOOD/DRINK: Only beverages in covered containers are permitted in the library.
Public use of Goddard Library includes the following expectations:
